Minutes of the Meeting held via Zoom on Tuesday 20rd April 2021
Present: Chairman Mr J. Lockwood, Councillors Deague, Beattie, Judge, Walter, Menzies and Clerk Mrs S Gregory.

Agenda Items
Speed Reduction in the Village
Information regarding the Evolis Radar Speed Sign obtained by Councillor Menzies had been circulated to all Councillors. The approximate cost of the unit is £1820 + VAT. The Clerk confirmed that the VAT could be claimed back.
Councillor Menzies reported that there was insufficient space on either side of the road to consider any road narrowing options. The options available for consideration are road marking and signage.
Councllior Menzies reported there were two options. SLOW or 40-roundal road marking which could be placed in each direction at the entrances of the Village.
The Evolis Radar speed sign had been recommended by Graeme Butler LCC Road Safety Manager and is being used in several Parishes including Thorpe on The Hill and Glentham. Councillor Menzies explained that it is a very flexible unit which can be moved, has many different setting and messages and captures speeding data from both directions. The data can be used to decide in which direction and position the unit should be placed and what message option should be used. It was suggested that the unit could be mounted on posts set just inside each end of the village where presently, the small round 40 repeater signs are located. LCC will provide larger posts and source 2 mounting brackets. Councillor Menzies volunteered to monitor the data and move the unit when required.
After full consideration the Council agreed to go ahead with the purchase of the Evolis Radar Speed Sign and the 40-roundal road marking. Councillor Menzies to action. Clerk to check insurance cover.
Councillor Menzies was thanked for all his hard work and Chairman agreed to thank Graeme Butler LCC Road Safety Manager for his help.
Litter Pick
Clerk reported that a couple of residents had posted information of their litter pick on WhatApp. Chairman stated that due to the very dry weather there was an opportunity for litter picking to continue.
Defibrillator Training
Clerk reported that the defibrillator training continues to be on hold due to Covid 19 restrictions.
Closure of old A15
Chairman reported that a traffic survey would need to wait until 21st June or later.
Village Hall
Councillor Deague stated Ingham Village Hall was slowly re-opening under Covid guidelines.
Village Venture
Councillor Judge mentioned that the first delivery of the Village Venture had taken place this month and would continue.
Accounts
End of Year accounts were made available to all Councillors and approved together with the
the Annual Governance and Accountability Return for 2020/21.
Telephone Box
Clerk reported that the telephone box had been swept and cleaned and that it would be maintained this way as the defibrillator needs to be checked on a regular basis.
Web Site
Clerk reported that this was ongoing and she had already spent several hours taking part in the LALC Clerk Training Course.

Councillor Beattie reported that he could not see any significant difference to the original plans, all Councillors agreed. No further action necessary.
The Queen’s Platinum Jubilee
Councillor Walter suggested that we should celebrate the Jubilee on a day during the long bank holiday at the beginning of June. Council agreed Sunday 5th June would be the most suitable date starting at 2pm and finishing by 7pm. Chairman kindly offered his premises for the event and Councillor Walter offered to organize the celebration.
Councillor Deague will contact Network Archaeology in an attempt to get them to display some of the artifacts they recently found in a dig on his land and Chairman will research the Medieval History of the Village to incorporate in the Commemoration.
Bench on Cammeringham Hill
Chairman reported that a suitable spot could not be found for a bench looking over the village. Councillor Walter suggested the existing bench in the village should be checked as it has been in place since the Silver Jubilee. Councillor Beattie offered to check it out and report back.

Any other business
Councillor Walter reported that the refurbishment of the village notice board had been a bigger task than had been anticipated as they had had to leave it at least a month to allow it to dry out before any work could be carried out. The project is ongoing.
The Clerk reported the receipt of a letter from LIVES requesting support. As LIVES were involved with the installation of the defibrillator and will be delivering the training it was agreed by the Council to make a donation of £100. Clerk to action.
