Minutes of the Meeting held on Monday 18th October 2021
Present: Chairman Mr J. Lockwood, Councillors Beattie, Judge, Walter and Clerk Mrs S Gregory.

These were read and approved.
Agenda Items
Speed Reduction in the Village
Councillors agreed that the data being produced from the new speed sign was showing it was making a difference to a general reduction in speed through the village. It was agreed the statistical information being produced should be displayed on the notice board and web site but would require some clarity of information. Councillor Menzies to produce the information and the Clerk to action.
Councillors discussed the benefits of purchasing another speed signs as this would improve the coverage for the village and significantly reduce the work load involved in moving the sign every few weeks which is presently undertaken by Councillor Menzies. In his absence Councillor Menzies had forwarded information and a quote for a solar speed camera which could be permanently fixed at one site suggesting this would be the better option overall reducing the work load and need for extra batteries. A quotation of £2051 was circulated. Councillors considered the fact that the VAT could be claimed back and that funding of £900 towards the first camera had been secured with the opportunity next financial year to bid for further funding. It was agreed to go ahead with the purchase. Councillor Menzies to action.
Fly Tipping
The Chairman reported that there had been no fly tipping problems in the village recently but suggested that the signs at the top of the Village needed checking and possibly moving. Councillor Deague to action.
Village Hall
In his absence Councillor Deague had forwarded a request for volunteers to help at Ingham firework display Bonfire Night. Councillors agreed the request should be made on the village WhatsApp Group. Clerk to action.
Defibrillator Training
Clerk reported that she was having difficulties getting get a reply form Lives but would continue to try.
Litter Pick
Next year’s litter pick will take place on Sunday 20th March meeting in the Church Yard at 10-30am.
The Queen’s Platinum Jubilee Sunday 5th June 2022
The Clerk confirmed that the Save the Date notice had been posted on the website and notice board.
Councillor Walter reported the setting up of a sub-committee and they had had their first meeting and the arrangements and organisation was underway. As previously discussed, the Parish Council will supply the meat, bread and alcohol and residents would be asked to supply salads and puddings. The meats - beef, turkey and pork - will be cooked in ovens and the sausages on a BBQ. Printed invitations will go out to each household. The committee had suggested Bags for Life with a relevant logo on or 2 whisky tumblers as a gift for every household. Glasses boxed and engraved were the preferred option of the Councillors but further research regarding suppliers and cost is required. Councillor Walter to action.
The committee’s next meeting will be held in March.
The Chairman reported that he had purchased a recycled bench to replace the old one and was in the process of sourcing a new plaque. The old plaque will be saved and both will be attached to the new bench.
The Chairman reported a Pin Oak tree with red leaves approximately 2-3 years old has also been purchased and will require a plaque. Councillors discussed the possibility of planting the tree on the grass patch north of the village but may require permission form highways. Councillor Menzies to action.
Accounts
Up to date accounts were circulated and approved.
Next year’s precept was discussed and agreed at £1000. Clerk to action.
The Clerk confirmed that the Council had been awarded £900 from Grange Farm Energy in their recent bid for funding towards the purchase of the speed camera.
Items for Discussion
The Chairman brought the proposed Cottam and West Burton Solar Power Station to the attention of the Councillors showing the size and proximity to the Village.
