Cammeringham Parish Council

Minutes of the Meeting held on Tuesday 21 February 2023

 

Present: Chairman Mr J. Lockwood, Councillors Walter, Beattie, Menzies, Clerk Mrs S Gregory, Councillor S. Morris Vice Chair of Brattleby Parish Council and one resident.

Minutes of last meeting

These were read and approved.

Matters arising

The Chairman confirmed that the Jubilee tree planted last year had died but a new one was due to arrive shortly.

Agenda Items

Local Speed Limits

Councillor Morris wished to discuss the possibility of the local parishes getting together to approach the County Council to amend the speed limit from Scampton to Ingham to 40mph. Councillor Menzies explained that 18 months ago he had gone to great lengths to research and discuss several various speed reductions options with Graham Butler from the Safety Partnership. One option was to reduce the speed limit between Brattleby and Scampton from 60 to 50 mph but this could not be considered as there was no data to support the change.

Councillor Menzies stated that evidence would be needed to show that a 40mph limit on this long stretch of road would be effective or any better than the present limits. It is very difficult to make any changes without supporting data.

Councillor Menzies offered to share all his information and research.

Cottam Solar Project.

The Clerk confirmed that all Councillors had been forwarded the latest map and information regarding Cottam Solar Farm for discussion.

The Chairman introduced local resident Mr Parker who is part of The 7000 Acres Group which has been set up to raise awareness and oppose the scope and scale of the solar projects. Mr Parker informed the Council that Cottam was not the only project in the local area seeking planning permission, there were 3 more similar projects, West Burton, Tillbridge and Gate Burton covering an area of 10,000 acres. The 7000 Acres Group were visiting local communities and organising presentations to local communities to inform and encourage all to have their say. Mr Parker stated that it was important that both Parish Councils and individual residents should submit their concerns. The 7000 Acres Group were hoping to organise a presentation in Scampton in the next couple of weeks as the final date to submit objections/concerns for the Cottam project was 30th March 2023.

The Chairman stated that once the date had been set the Parish Council would attend and inform all residents. The Council would meet again after being fully informed to agree on its submission.

Litter Pick

The Clerk confirmed that the litter pick would take place on Sunday 12 March. Equipment had been booked and there was a notice on the web site, notice board and WhatsApp group.

Footpath between Cammeringham and Ingham

The Chair confirmed an e-mail had been sent to highways regarding this issue but had not yet received a reply.

Local Elections

The Clerk confirmed that all paperwork had been received and relevant notices were on the notice board. Those wishing to stand would need to complete the appropriate paperwork and return it to the clerk no later than 4 April 2023.

Accounts

Up to date accounts were circulated and approved.

Village Venture Update

Nothing to report.

Village Hall Update.

Councillor Deague reported that the Village Hall was running well. He confirmed he would liaise with the clerk to put out a message on WhatsApp detailing the role of the Village representatives on the committee and asking for any volunteers.

Other Village Issues

The Chairman enquired if the Council should organise a celebration for the Kings Coronation.

Councillor Walter stated that a huge amount of work is required to organise an event and the Queens Jubilee was only last year.

It was agreed by all Councillors that due to the short notice and expense that no celebration would be organised.
