Minutes of the Meeting held on Tuesday 3 October 2023

 

Present: Chairman Mr J.Lockwood, Councillors Beattie, Deague, Menzies, Clerk Mrs S. Gregory.

These were read and approved.

Matters arising

No matters arising.

Accounts

Up to date accounts were circulated and approved.

The Chairman had made enquires to reduce the Parish’s annual insurance payment of £431.91 as we are a very small Parish, unfortunately this was not possible as it is a standard fee regardless of the number of assets held and the speed reduction cameras need to be covered.

The Precept requirement for 2024 was discussed and agreed at £1000.

WLDC Infrastructure Levy

The Parish has Community Infrastructure Levy funds of £2410.39 to spend within 5 years on infrastructure items.

Councillor Menzies suggested that the council could consider purchasing another solar powered speed reduction camera to replace the battery-operated camera on the north side of the village.

The Chairman agreed that further consideration and discussion was required as to the best way to use these funds.

Litter Pick

Date for the annual litter pick was agreed for Sunday 24 March 2024. The clerk to action

Village Hall Update

Councillor Deague reported that the Village Hall was running well and he is attending the occasional meeting until a replacement on the Village Hall Committee is found. There was no interest shown from residents from the appeal on WhatsApp and the notice board. The Clerk to action a further appeal on WhatsApp.

Village Venture Update

Three residents are now helping to deliver the Village Venture.

Solar Farms – West Burton, Cottam, Tilbridge, Gate Burton

The Clerk stated that there was a meeting coming up on Wednesday 4/10/23.

The Chairman stated that he had attended several meetings and would be attending the meeting on the 4th. All 4 farms need to be viewed as a single application as they are all using the same lawyer.

RAF Scampton – Asylum Seeker Site

Letters have been written by the Chairman and Councillor Beattie and meetings are regularly being attended. The Chairman and Councillors continue to contribute and monitor events.

Other Village Issues

The Chairman stated that he had received a complaint from a resident regarding the verge and kerb at the top of Blackthorn Lane. After inspecting the area no problem could be identified and the resident was informed.

Councillor Beattie wished it to be stated that the village is very lucky having the verges regularly cut at no expense to the residents.
