Minutes of the Meeting held via Zoom on Tuesday 23rd February 2021

Present: Chairman Mr J. Lockwood, Councillors Deague, Beattie, Judge, Walter, Menzies and Clerk Mrs S Gregory.

Minutes of last meeting

These were read and approved with one correction required, the Clerk will amend the date of the Annual Litter Pick from the 17th March to the 7th.


Agenda Items

Speed Reduction in the Village

The Clerk had forwarded information and options from Lincolnshire Road Safety Partnership which included purchasing new limit signs at £10 each, Reactive/Flashing signs with an average purchase price of £1900 and or Speed Enforcement using speed guns at a cost of £500 to £600.

Councillor Menzies stated that these were very similar solutions being used by other local villages and felt they were not effective enough. Councillor Beattie agreed. Councillor Menzies suggested the Council look into methods of narrowing the road or giving the effect of road narrowing by using white fencing and or chevrons. The Chairman questioned whether there would be enough space on each side of the road to erect the fencing and agreed to review the possible sites with Councillor Menzies.

Councillor Menzies has agreed to take these options forward including the shadowing on the main road being caused by the amber street light.

Councillor Menzies suggested that the shadowing caused by the amber lighting should be tied in with the speed reduction issue and discussed with the Road Safety Partnership.

Litter Pick

Due to the current Covid lockdown the Annual Litter Pick on Sunday 7th of March can no longer take place. The Chairman suggested that March is the ideal time to undertake a litter pick as the foliage hasn’t become too dense and the village WhatsApp group could be used to invite residents to undertake their own litter pick whilst on their daily walk and let the group know what areas of the village have been covered to prevent duplication. This was agreed by all Councillors for the Clerk to action and ensure bags are available in the bus shelter. The Clerk was also asked to thank Mr and Mrs Davies who litter pick around the village throughout the year.

Defibrillator Training

The Clerk reported that the defibrillator training continues to be on hold due to Covid 19 restrictions. Councillor Menzies suggested that the village WhatsApp group should be used to inform the residents that if they should ever need the defibrillator, to call 999 and they will be given the access code and full instructions on how to use it. This was agreed by all Councillors. Clerk to action.

Closure of old A15

The Chairman reported that a traffic survey would need to wait until 21st June or later.

Village WhatsApp Group

The Clerk reported that the village WhatsApp Group is up and running and Councillor Walter has added several members and the total at the present time stands at 18. The Chairman stated that the Springline Group has a weekly zoom service and felt it would be useful for the residents to be aware. Councillor Judge agreed to supply the full information for the Clerk to action. All Councillors agreed to make as many residents as possible aware of the group and encourage them to join.

Fly Tipping

The Chairman reported that the CCTV signs obtained by Councillor Menzies had been erected and there continues to be no further problems south of the village however there had been a big drop at the A15 layby recently.

Village Hall

Councillor Deague reported that Ingham Village Hall had received grant funding during the Covid 19 lock down and does not require any further funding at the present time. Councillor Deague did report that, as the Village Hall has to share its space, it is looking into extending its premises to make it more accessible at which point the Council could consider making a donation. It was agreed by the Council to keep the funds with a view to supporting the Village Hall at a later date. The Chairman thanked Councillor Deague for being the Cammeringham representative.

Village Venture

Councillor Judge reported that hard copies of the Village Venture would be available again in April and that presently an online version could be accessed on the Brattleby village web site. The Council agreed to use the WhatsApp group to let residents know. Clerk to action.

Accounts

Up to date accounts were made available to all Councillors and approved.

Telephone Box

The Clerk reported that the telephone box had been swept and cleaned and that she would ensure it stays that way as the defibrillator needs to be checked on a regular basis.

Web Site

The Clerk informed the Council that, in order to comply with regulations, the Parish Council needs a web site to publish relevant information including accounts and minutes. The Clerk has been in touch with LALC which is offering support and has contacted LCC in order for them to start the process. Both LCC and LALC have forwarded details of a retired computer expert who is offering his services free and has assisted several Parish Councils. The Chairman asked the Clerk to forward this information to him and offered his help and support in this matter.

Any other business

Councillor Walter reported that the refurbishment of the village notice board had been a bigger task than had been anticipated as they had had to leave it at least a month to allow it to dry out before any work could be carried out. The project is ongoing.

The Clerk reported the receipt of a letter from Lives requesting support. As Lives were involved with the installation of the defibrillator and will be delivering the training it was agreed by the Council to make a donation of £100. Clerk to action.
