Minutes of the Meeting held on Wednesday 3 April 2024

 

Present: Chairman Mr J.Lockwood, Councillors Beattie, Deague, Menzies, Clerk Mrs S. Gregory and one resident.

These were read and approved.

Matters arising

             No matters arising.

Agenda Items

Accounts

Up to date accounts were circulated and approved. Submission of the Annual Governance and Accountability Return/Certificate of Exemption Approval was agreed.

 

WLDC Infrastructure Levy

The Parish has additional funds of £2410.30 from the Community Infrastructure Levy which needs to be spent within 5 years of receipt.

It was suggested that the phone box containing the Defibrillator could do with a new coat of paint, the Chairman to look into sourcing the correct paint.

The purchase of a new Solar Speed Awareness Camera or upgrade of the current battery camera was also proposed. Councillor Menzies to enquire about the costs involved. The clerk to look into the possibility of making an application to Grange Farm Community Fund for further funds.

             Litter Pick

Chairman stated that the litter pick went well with a good turnout, unfortunately a lot of litter on                                    the Ingham side of the main road from the A15. Councillor Menzies to enquire if we need permission to put signs up in that area in an attempt to deter litter dropping and source some new signs. It was difficult to get to the litter on the Hackthorn side of the old A15. The Chairman to enquire if brambles could be cut back on that side. The clerk to ask WLDC if they could do a clear up on the old A15.

Fly tipping was encountered in two spots on the old A15 reported by the clerk.

Fly Tipping was encountered in two spots on the old A15 during the litter pick and reported by the clerk to WLDC.

Councillor Menzies confirmed he had reported the tyres dumped at the south end of the village and was going to chase this up as they had not been collected.

Village Hall Update

Clerk reported that no one had replied to the second request on WhatsApp for a volunteer representative for the Village Hall Committee.

Councillor Deague reported that the Village Hall running as usual.

Village Venture Update

Simon Judge reported that the Editor is due to resign in June and if a volunteer cannot be found the Village Venture will be liquidated.

Solar Farms – West Burton, Cottam, Tilbridge, Gate Burton

The Chairman and Councillors continue to keep up to date and monitor proceedings.

RAF Scampton – Asylum Seeker Site

Chairman reported that at least two meetings with the Home Office and local parishes have been cancelled because Scampton had been left out of the meeting.

Other Village Issues

The Chairman thanked the work Councillor Menzies had done in getting the path from Brattleby to the south end of Cammeringham cleared. Councillor Menzies had expected the path to be cleared to Ingham and will chase up Highways for further action.

Councillor Walter stated she had reported the pot holes on Blackthorn on Fix my street.

Councillor Menzies is going to report the poor state of Cammeringham Hill
