Minutes of Annual General Meeting held at St Michael’s Church Monday 3/6/24

 

Present: Chairman Mr J Lockwood, Councillors Beattie, Walter, Menzies, Deague and Clerk Mrs S Gregory.

There were 4 members of the public in attendance.

Election of the Chairman

Mr J Lockwood was nominated by Councillor Walter, seconded by Councillor Menzies and unanimously agreed by all those present.

Minutes of last meeting

These were read and approved.

No Matters arising

Agenda Items

Accounts/Annual Governance and Accountability Return/Certificate of Exemption Approval.

The end of year accounts were approved by the Council. The Annual Governance and Accountability Return 2023/24 was discussed and Certificate of Exemption agreed. Clerk to action.

WLDC Infrastructure Levy

The Parish has been awarded a share of receipts collected between 1 October 2022 and 31 March 2024 from the planning approval and sale of three new properties in the village totaling £3200. These funds may be spent within the next 5 years on infrastructure items which can be provided or maintained by the Parish Council.

Councillor Menzies stated, as requested, he had obtained a quote for upgrading the 3 year old battery operated speed sign to solar for £800 and to replace it with a new solar sign for £2500. The Council had agreed at a previous meeting that a second solar sign was needed to reduce the work load of replacing and recharging the battery on the existing sign. After some discussion it was agreed to go for the first option and upgrade the sign to solar. Councillor Menzies to action.

Councillor Menzies showed the councillors and general public examples of signs to be used to try and reduce littering which could be used either end of the Village. It was agreed that A2 size signs would be appropriate, Councillor Menzies to finalise wording with the Council before ordering.

Further options for the use of the funds were discussed including repainting the Telephone Box.

Litter Pick

The Chairman reported that there had been a good turnout with lots of litter picked up and thanked all those who had taken part.

 

Speed Reduction update

Councillor Menzies stated that there were no current figures available at present as he was awaiting a sign upgrade.

The Chairman thanked Councillor Menzies for his time and work.

WhatsApp Group

The group now has 35 participants and is continuing to be used to share information. Councillor Walter suggested a note should be put on the notice board to make more residents aware of the group. The Clerk to action.

. Village Hall Update

Councillor Deague reported that the Village Hall was progressing well, but the Village Hall Committee was struggling for numbers and Cammeringham still did not have a representative. The Clerk had spoken to resident Sharron Thornhill who had expressed interest in the position and who was present at the meeting. Councillor Deague is to liaise with Mrs Thornhill about attending a meeting.

Village Venture

Mr Judge stated that the final copy of the Village Venture went out last month. The magazine is to be mothballed for the next 12 months in the hope that someone will come forward to take it over.

Solar Farms – West Burton, Cottam, Tillbridge, Gate Burton

Mr Parker a local resident involved with the 7000 Acres Group, gave an update stating that Gate Burton Energy Park, Cottam Solar Project and West Burton Solar have all now entered the pre-examination stage with the planning inspectorate. Tillbridge Solar is currently under limited public consultation.

Councillor Beattie suggested that everyone has become overwhelmed by it all and it was very hard to fight something of such great scale and size.

The Chairman stated that MP Edward Leigh had been very supportive and Mr Parker agreed.

The Chairman thanked Mr Parker for his hard work in this area.

RAF Scampton – Asylum Site

The Chairman reported the latest information was that the site was going to be jointly used by industry and asylum seekers.

Other Village Issues

The Chairman stated that he was pleased with the path clearing exercise undertaken by Highways recently from Aisthorpe to Cammeringham instigated by Councillor Menzies but was concerned that they had not continued the clearance through to Ingham. Councillor Menzies confirmed that he had chased up Highways on this matter.

The Chairman expressed concerns about the state of the roads in the village especially Cammeringham Hill being unsuitable for vehicles. Having used Fix My Street to report the problems on Cammeringham Hill only one pot hole was filled with several yellow spray marks being left on the road. The Chairman stated he has chased this matter up on numerous occasions but no further

work has undertaken to date. It was suggested that Councillor Roger Patterson should be invited to our next meeting to discuss these issues. The Chairman to action.
