Minutes of Annual General Meeting held at St Michael’s Church Monday 24/5/22
Present: Chairman Mr J. Lockwood, Councillors Deague, Beattie, Walter, Menzies, Judge and Clerk Mrs S Gregory.
There were 2 members of the public in attendance.

These were read and approved.

Agenda Items
Speed Reduction in the Village
Councillor Menzies reported that both speed cameras are now in place and produced relevant information from both cameras on the speeds of vehicles through the village from 16/02/22 to 23/05/22. See attached.
The Clerk confirmed that £1000 had been awarded to the Parish Council from the Grange Farm Energy Community Fund to assist with the purchase of the second speed camera. This is in addition to a previous award of £900 towards the first camera. A big thank you from the Parish to Grange Farm Energy.
The Chairman raised a question regarding insurance cover for the cameras and Councillor Menzies confirmed they were covered and agreed to email the relevant information to all Councillors.
Accounts
The end of year accounts were approved by the Council. The Annual Governance and Accountability Return 2021/22 was discussed and Certificate of Exemption agreed. The Clerk to action.
The Clerk confirmed that a VAT claim for both Cameras had been actioned.
Litter Pick
The Chairman reported that the Litter Pick had been a great success with a good turnout and a record amount of litter collected. Clerk to research Local Community Award schemes with a view to nominating Mr & Mrs Davis who litter pick around the village all year round.

The Clerk confirmed that the site was being kept up to date.
WhatsApp Group
The group now has 28 participants and is continuing to be used to share information.
. Village Hall Update
Councillor Deague reported that the Village Hall was progressing well with major improvements going ahead and two recent events held at the Hall had been well supported.
The Chairman confirmed that the Parish Council had not been approached for a donation to date but would respond positively to any correspondence.
Village Venture
Councillor Judge reported that the Village Venture was in need of additional funding and was in the process of requesting donations of up to £220 from the participating villages. The Council agreed it would be prepared to donate up to £150 on receipt of a formal request.
Defibrillator Training
The Clerk reported that the CPR and defibrillator training had been delivered by LIVES but the response from the residents had been low with only 9 individuals in attendance. A request for any further interest for future training was sent out on WhatsApp with only one resident responding.
The Clerk confirmed that the Parish Council had now signed up to WLDC at a cost of £83.33 + VAT.
Planning
The Clerk confirmed that comments had been forwarded to WLDC regarding application 144164 as the changes being requested considerably altered the nature and aspect of the building already approved in application 141361.
The Queen’s Platinum Jubilee Sunday 5th June
Councillor Walter reported that the event was well organized and the committee had had a good response from residents with confirmed numbers at 76 and several offers of support with food.
Councilor Walter confirmed she would be personally delivering the commemorative bags to every household.
The Chairman confirmed that the commemorative bench and tree with plaques were now in place.
The Chairman thanked Councillor Walter for her hard work organizing the event.
